How HB Water Damage Works

HB Water Damage is an independent referral service, not a restoration contractor.

When you call (888) 217-4707, you are connected with an independent restoration contractor who covers your area. The contractor does the work and sets the price. Contractors pay a referral fee for connected calls; you pay nothing to the line.

IndependentNot owned by a contractor.

What HB Water Damage is

A phone line, a set of pages written for Huntington Beach and nearby homeowners, and a network of independent restoration contractors. HB Water Damage is operated by Mogup SARL. It does not employ technicians, own equipment, or perform restoration, plumbing or construction work.

What happens when you call

  1. The line answers during line hours (7 a.m. to 11 p.m. Pacific) and asks four things: your address or zip code, what is wet, where the water came from, and whether it is still coming in.
  2. If your area is covered, the call is connected to an independent contractor who handles that kind of loss there. You speak with the contractor directly.
  3. The contractor schedules an inspection, gives you a written estimate, does the work, and bills you or your insurer.
  4. If your area is not covered, you are told so, and the pages on this site explain how to find and check a contractor yourself.

Calls may be recorded to confirm that a call was connected. Your details are shared only with the contractor your call is connected to and the call-routing platform that connects it.

Who pays the referral fee

Contractors in the network pay a fee for each qualified call connected to them. That is the service's only income. The fee does not change the contractor's price to you, and HB Water Damage takes no percentage of any job. Homeowners never pay the line.

What is not guaranteed

Quiet Huntington Beach residential street with one-story stucco homes, palms and drought-tolerant yards
Southern California homes under tall palm trees

The work

All contractors are independent businesses. HB Water Damage does not warrant or guarantee any work and is not a party to your contract with the contractor.

Prices

Contractors set their own estimates and rates.

Arrival times

The line passes on what the contractor says. Storm weeks and nights create backlogs across the county, and the line does not promise times it does not control.

Insurance outcomes

These pages explain how California policies usually treat water losses; your policy and your insurer decide.

How to verify a contractor yourself

Do this for any contractor, including one the line connects you with:

  1. License. California requires a Contractors State License Board (CSLB) license for construction or repair work of $1,000 or more. Ask for the license number and check it at cslb.ca.gov; the record shows the classification, bond and any disciplinary actions.
  2. Insurance. Ask for current certificates of general liability and workers' compensation insurance.
  3. Training. Water mitigation is trained rather than licensed, and California does not license mold remediators. Ask about IICRC certification: WRT for water, AMRT for mold.
  4. Paperwork. Get a written scope and estimate before work starts. For a home improvement contract, the down payment is capped at 10% of the price or $1,000, whichever is less.

Contractors are asked for their license number, insurance certificates and IICRC status before they join the network, and are removed if they cannot provide them or draw complaints from callers.

How these pages are written

Every page lists its sources: the IICRC standards, the US EPA, the City of Huntington Beach and neighboring cities, the California Department of Insurance, the CSLB, and published 2026 cost surveys. Where a fact comes from a trade or contractor source rather than an agency, the page says so. Found an error? Report it on the contact page and it will be corrected.
