An old city, by the numbers

The city's 2021 to 2029 Housing Element found that 71% of Long Beach housing is over 50 years old, against 61% across Los Angeles County. Census estimates put the median year built at 1959. The city's historic district pages date whole neighborhoods to the early 1900s: Rose Park bungalows from 1910 to 1922, Bluff Heights Craftsman homes from 1910 to 1923, and California Heights, with nearly 1,500 homes, built after the 1920s boom.

Sewer laterals the owner has to maintain

Long Beach Utilities runs more than 700 miles of sanitary sewer lines. It says property owners maintain the lateral from the building to the sidewalk or property line and share responsibility from there to the center of the street or alley. In a 1920s house, that lateral can be close to a century old, and a cracked or root-filled one can push sewage up through the lowest drain.

A seawall and berms that tides get past

In December 2024, LAist reported that the 86-year-old Naples seawall still needed $125 million to finish its replacement, and that high tides routinely flooded sidewalks several inches deep. In September 2026, waves from Tropical Storm Marie compromised the seawall on the Peninsula, sent water and sand into homes, and led to the evacuation of about 20 homes between 63rd Place and 67th Place, ABC7 reported.

Apartments stacked over one another

About 59% of occupied Long Beach homes are rented and only about 40% of units are detached houses, according to Census estimates. A failed supply line on an upper floor often reaches the units below before anyone finds it.

Water spreading now? Steps for Long Beach homes

  1. Shut off the water at the right valve. In a detached house, the main valve is usually on an outside wall facing the street. If your bungalow has a raised floor and the valve is in a crawl space with water in it, leave it and call for help.
  2. Apartment or condo? Alert the manager and neighbors. The building shutoff is often locked. Knock on the unit below and put the report in writing.
  3. Kill power to wet areas. Switch off breakers only from a dry spot.
  4. Street break or sewer overflow? Long Beach Utilities takes water and sewer emergencies at 562-570-2390. Signal Hill has its own water department, so residents there call the city.
  5. Photograph before cleanup. Capture every wet room, the source and the water line.

How the contractor approaches the job

Long Beach jobs are run to IICRC S500, the industry standard for water restoration. The crew the contractor sends inspects the property and maps moisture, including crawl spaces under raised floors and neighboring units in multi-family buildings. It extracts standing water, removes materials that cannot be dried, then runs air movers and dehumidifiers while recording moisture readings until the structure meets its dry goal. The job ends with cleaning and documentation for insurance. Lateral backups and seawater overwash are Category 3 water, so any porous material they touch is removed.

Long Beach questions

Who pays to fix my sewer lateral?

Long Beach Utilities says the owner maintains the lateral from the building to the property line and shares responsibility out to the center of the street. The cleanup inside the house is covered on the sewage backup cleanup page.

Does homeowners insurance cover seawater from the Peninsula or Naples?

Flood is generally excluded from California homeowners policies, according to the state Department of Insurance. Seawater and high-tide flooding usually need a separate flood policy, so check yours before a storm season.

I live in Signal Hill. Is my water from Long Beach?

Signal Hill runs its own water department, with about 50 miles of pipeline, three reservoirs and two wells. Call the city about a break in the street; this line still connects you with a restoration contractor for damage inside.

Who will actually do the work?

An independent restoration contractor. HB Water Damage is a referral line: the contractor pays it a fee for the connected call, then quotes and does the job. Callers pay HB Water Damage nothing.
