A flood channel runs right through

The East Garden Grove-Wintersburg Channel was built in 1959 to carry stormwater and urban runoff from neighboring cities to the Bolsa Chica wetlands. In 2009 the County of Orange filed plans to repair the channel levee between the tide gates and Warner Avenue, including rock slope repairs and a new earthen berm. FEMA map revisions in June 2019 and August 2020 then moved properties near the channel out of flood zone A and into zone AE or zone X (shaded).

The land sits in a gap between two mesas

The city's General Plan background report describes the Bolsa Chica Gap as a lowland between the Bolsa Chica Mesa to the north and the Huntington Beach Mesa to the south, holding Bolsa Bay and the wetlands. It also notes that low-lying parts of the city contain peat and organic soils. It matters for pipes: the city's 2023 Water Master Plan says its aging asbestos cement mains lose strength from high groundwater and will be replaced first where groundwater is highest.

The ocean has come over the highway

On January 24, 2023, high tides and surf pushed water across the Bolsa Chica State Beach parking lot and onto Pacific Coast Highway, closing it between Warner Avenue and Seapoint Street.

Tidal water came back in 2006

The lowlands were drilled for oil from 1940 by Signal Oil. In 2006 a new ocean inlet opened and the state finished restoring nearly 600 acres of wetland.

Newer homes on the mesa

The Brightwater plan, adopted in 2007, covers 106 acres on the western edge of the wetlands; its 2001 environmental report proposed 387 single-family homes. The Meadowlark plan, adopted in 1999, set out to turn a 65-acre small-craft airport into a residential neighborhood. In houses this new, water damage tends to start inside: washer hoses, upstairs bathrooms and water heaters.

First moves while the water is still coming

  1. Shut off the water. In newer mesa homes the main valve is often in the garage or next to a pressure regulator near the front hose bib. In older single-story homes near Warner Avenue, look along the front wall or at the meter box by the sidewalk.
  2. If the source is a second-floor bathroom or laundry, turn off the fixture valve too and stay out from under a sagging ceiling.
  3. If channel or street water is entering, do not wade through it. Keep children and pets away.

The contractor's drying process

Work follows the IICRC S500 standard. The technician starts by inspecting and mapping moisture, including inside walls. Water is extracted, and materials that cannot be saved, such as delaminated flooring or soaked insulation, are removed. Air movers and dehumidifiers run while readings are recorded until the building is dry, and the job closes with cleaning and documentation. Will my policy pay if the channel overflows into my house?

Standard homeowners policies generally exclude flood water from outside. Outside flood water is a matter for a separate flood policy. A burst pipe or failed supply line inside the house is usually treated as sudden and accidental damage.
