A 1950s building boom

Garden Grove's official history describes a post-World War II real estate boom, with about 1,400 people moving in each month by 1956, the year the city incorporated with 41,238 residents. The Census numbers show the result today: a median year built of 1965 for the city's 50,960 housing units, with 36 percent built in the 1950s alone and about 61 percent built before 1970. Houses from that decade are now around 70 years old.

Downtown has flooded before

The same city history records that in 1916, after days of heavy rain, the center of town ended up under about four feet of water.

A large, middle-aged water system

Orange County LAFCO's 2023 report lists the City of Garden Grove's 436 miles of water main, 13 wells and about 34,080 connections, with an average age of 40 to 60 years. Some Garden Grove blocks are served by Golden State Water Company instead, which supplies portions of the city along with Stanton, Cypress and Los Alamitos.

A sewer system near its limits in places

The Garden Grove Sanitary District, run by the city's Water Services Division, maintains more than 312 miles of sewer line, 9,700 manholes and four lift stations. LAFCO reports that some areas of the city's sewer system have reached capacity and that the city planned about $30 million in sewer work over five years. The city also states that property owners are responsible for their own sewer lateral from the house to the public main, so a root-choked lateral is the homeowner's repair.

Water on the floor: what to do first

  1. Turn the water off at the house. On a single-story ranch house the main valve is usually on the supply pipe near the front of the house.
  2. Protect yourself from electrical hazards. Turn off breakers to wet rooms, and stay out of water that is touching outlets or cords.
  3. Watch for sewage. A backup through a floor drain or the lowest toilet in the house points to a blocked lateral. Stop using water until it is cleared.
  4. Take photos, then lift and move. Photograph the damage room by room, then raise furniture and move boxes off wet carpet.
  5. Report a main break or public sewer spill. Call Garden Grove Water Services during business hours. After hours, the city's water emergency line is answered by the Police Department at (714) 741-5704. Golden State Water customers call their provider.

Inside the contractor's restoration process

The contractor works to the IICRC S500 standard. First comes an inspection with moisture meters to trace where water traveled under flooring and into walls. Standing water is extracted. Wet materials that cannot be dried, like swollen baseboard, soaked insulation or delaminated flooring, are removed. The crew the contractor sends sets up air movers and dehumidifiers and records readings until each area reaches its dry goal. The job finishes with cleaning and a documented file you can give your insurer. Sewage from a lateral backup is Category 3 water, so affected carpet, pad and lower drywall are cut out and the area is sanitized.

Frequently asked questions in Garden Grove

Is a burst pipe covered by homeowners insurance?

A sudden burst is often covered, including the resulting water damage. The broken pipe itself, slow leaks and outside flooding usually are not. Your adjuster makes the call, so photograph everything before cleanup and save damaged items.

Who pays to fix my sewer lateral?

The City of Garden Grove says property owners are responsible for maintaining, repairing and cleaning the lateral from the house to the public sewer. Backups caused by a blocked public main are a city matter.

Why does my street get water from a different company than my friend's?

Most of Garden Grove gets city water, but Golden State Water Company serves some portions of the city from its West Orange County system. Check your bill to see who to call.

Who is the contractor I get connected with?

An independent restoration company that serves Garden Grove. It is not owned by HB Water Damage. The contractor pays a referral fee for connected calls, and the call costs you nothing.

Can I clean up sewage myself?

Small, clean-water spills are manageable for most owners. Sewage is Category 3 water and needs protective gear and disinfection. See sewage backup cleanup for what that involves.
