Most restoration estimates are written in the line-item format insurers use (often Xactimate): materials with unit prices, equipment by the day, and labor by the hour. Check three things:

If one number covers drying and rebuild, ask for the split; insurers treat them differently, and you may choose a different contractor for the rebuild.

Standard policy wording and the California Department of Insurance's consumer guidance draw the line at sudden and accidental:
A burst supply line, a failed water heater tank, a washing-machine hose that lets go, and the resulting damage to walls, floors and belongings. The failed part itself usually is not.
Slow leaks and seepage, groundwater, surface flooding, and sewer or drain backup unless you bought a backup endorsement. The City of Huntington Beach's flood page states plainly that homeowners policies do not cover flood damage.
A pipe that failed at one moment but leaked for weeks. In Brown v. Mid-Century Insurance Co. (2013) 215 Cal.App.4th 841, a California appeals court held that a long-running discharge was not "sudden".
Order of steps: photograph, stop the source, call the restoration contractor, then report the claim promptly. Tell the insurer what you saw, not a cause you have not confirmed.
