The subdivision dates to the 1920s

Westminster's official history records that construction of the Midway City subdivision began in 1924. Midway City pulled out of the 1957 plan to incorporate with Westminster and Barber City, and it is still governed by the County of Orange. Census estimates put the median year built of its roughly 2,860 housing units at 1973, and about a quarter date from the 1950s.

The original sewer mains date from 1953

The Midway City Sanitary District held its first board meeting at the Fire Hall in Midway City in January 1939 and opened bids for its original sewer mains in January 1953. The district now serves all of Westminster and Midway City, and OC LAFCO's 2023 report lists 170 miles of district sewer with an average age of about 60 years. Older laterals running from a house to those mains are where roots and grease tend to cause backups.

LAFCO's report says the Bolsa/Midway unincorporated island gets water from the City of Westminster, the Midway City Mutual Water Company, the Eastside Water Association or the South Midway City Mutual Water Company, depending on the block. Street drainage has needed rebuilding

In 2008 the County of Orange filed plans for the Midway City Storm Drain and Street Improvement Project, adding a main-line storm drain that outlets into the Edinger Storm Channel and rebuilding streets with more crossfall to improve drainage.

The contractor's drying process

Under the IICRC S500 standard, the contractor inspects the property first and takes moisture readings to map how far the water spread. Extraction removes the standing water. Materials that hold water and cannot be saved, such as saturated carpet pad, drywall or particleboard, are taken out.
